The cost of shipping and maintaining a game on those systems would be a lot more as well, since patching is not free on PS3 / 360 (at least it wasn't back in 2014, haven't checked lately) and I believe you had to pay Sony to perform the PS3 technical requirement checks back when we started on PCE. I'm continually astounded at what developers like Naughty Dog and Bioware were able to achieve with such limitations on last gen, but operating at that level just isn't possible for most indie outfits who don't have the same sort of resources. It would have also greatly limited the features we could implement, reduced quality & performance across the board and led to much less variety in all areas. Unreal Engine 3 is very memory-hungry and supporting last gen consoles would have taken a massive optimization effort. The answer is simple: they have only 256mb to 512mb of memory.
